According to the National Retail Federation's 2011 Halloween Consumer Intentions and Actions Survey, seven in 10 Americans are planning to pull on costumes and devour some candy this year. The average person is expected to spend $72.31 on Halloween products. That’s up from $66.28 last year. Some of the most popular kids Halloween costumes are also very affordable.
